The UK emissions trading scheme is the world's first economy-wide emissions trading scheme. It is a voluntary scheme, which, as noble Lords will know, was launched in April It aims to deliver cost-effective emission reductions as a move towards meeting our international obligations and domestic targets and to provide a learning-by-doing.
